More council mergers among big ideas to boost the state

SWEEPING local government mergers to create 10 super councils, and a trial of staggered starting times for schools as a means of easing peak-hour traffic congestion feature in a package of 10 big ideas to get NSW moving again. They will be launched by the NSW Business Chamber today.

The chamber is also calling for an audit commission to overhaul public sector work practices, asset management and service delivery. This proposal is designed to save 2 per cent of the state budget, or $1.2 billion a year, so that business taxes can be cut to the same level as in other states.

''There is no copyright on any of these ideas,'' the Business Chamber's chief executive, Stephen Cartwright, said. ''We encourage both sides of politics to embrace them, make them their own and make them part of a reform agenda for NSW.''

The overriding theme is to ensure that taxpayers get a better return on their taxes.

Up to a quarter of peak-hour road trips are made by parents driving children to school, leading the chamber to suggest different school starting times may help ease congestion.

Government could also implement different starting times for government offices to ease peak hour - nearly all CBD workers who start at 9am are public servants.

Improvements in running the city would be achieved by creating 10 ''super councils'' out of the 41 existing ones, the chamber said.

''Victoria and Queensland embarked on … council amalgamations and public opinion now backs these stronger, better performing councils,'' Mr Cartwright said.

I guess this story is about Sydney and its environs, although it doesn't say so. Good luck on shrinking local government as all parties will be in the fight for political control of the final 10. What a windfall that would be.
