Rudd all talk and no ticker: Abbott

TONY Abbott has accused Kevin Rudd of being all talk and no action and ''addicted to soft options''.

''Planning for 2050 is important but the Prime Minister shouldn't use a discussion about the future to mask his broken promises from the past and his neglect of tough decisions today,'' the Opposition Leader told a conference of Young Liberals yesterday.

Climate change was just one of a number of areas in which the Prime Minister had failed to deliver on his promises, Mr Abbott said.

''If [climate change] really is the greatest enemy that humanity faces, how can it be enough to reduce emissions by just 5 per cent in a decade or by 60 per cent over four decades by which time the real challenge will surely be dealing with disaster rather than avoiding it?'' Mr Abbott said.

''Mr Rudd runs the risk of looking like an environmental televangelist - a morals campaigner protesting feebly against an evil that has already overtaken us.''

The emissions trading legislation will be introduced into Parliament again this week when Mr Abbott will face his first question time as Opposition Leader. Two Liberal senators have indicated they could cross the floor to support it but the legislation will be defeated unless the Greens vote for it.

Talks between the Greens and the Government are due to be held tomorrow but there is little likelihood of an agreement.

The Greens are wedded to a far more ambitious scheme with less compensation paid to polluters. The shadow cabinet met for the first time on Friday to consider the Opposition's climate policy. The policy is expected to be released on Tuesday following a meeting of the joint party room.

Mr Abbott has promised there will be no new taxes or increased taxes to pay for his policy.

But it will match the same reduction of greenhouse gas emissions promised by the Government.

The Opposition's life in this regard was made easier last week when the Government committed to a 5 per cent reduction target, only going higher if there was international consensus to do so.

Instead the policy will look at energy efficiency and increasing the amount of carbon dioxide stored in soil.

The Minister for Climate Change, Penny Wong, said there was ''no cost-free way to tackle climate change''. ''Mr Abbott doesn't want to deal with climate change because he doesn't believe climate change is real.''

Mr Abbott played down the Opposition's chances of winning an election, expected in the second half of the year, but said it was in much better shape.

''At the next election, the Coalition will no longer be running against itself - needing to outperform the best performing government in recent history. Instead, it will be running against the Rudd Government - perhaps Australia's most overhyped political outfit.''

Please don't send krudd back here, he was the one who started the demise of Qld's economy and infracture, when he was goss's head bureauocrat. The un, where all the nohopers are, sounds like a good place for him

Yes - send him - that's it - just send him. What an absolute disaster this "man" has made of our wonderful nation. And in such a short period of time. And apparently women are good at spending. Take away this "man's" credit card - NOW!

Talk is cheap - action is what we need. A media control freak is all you are K Dudd in all your efforts to impress and 'appear' in control - the cracks are apppearing - the stitching is starting to come undone already. We need a man of substance at the top... not just another animated character. NO KEVIN ELEVEN
